I use Bamboo Sumo Paint, which is fairly good. It's like Photoshop, but FREEEE .3. Except, you can only get it if you have a Bamboo tablet.
Also, I am now on Chicken Smoothie :) My user is ShadowGryphon013, but sadly I am still COPPA'd and will be for at least another year, so I can't talk to you on there. Except on the Oekaki forum. Feel free to send me a trade, though.

I don't know how this works on a PC (I have a Mac. Do you have a PC or a Mac?) But, how I did it, is:
1) Go to the Bamboo Dock
2) Click the green + button
3) Go through the library until you find Sumo Paint
4) Click Install
5) To get there, go to the Bamboo Dock and scroll through your installed stuff until you find it, then click on it
